Research on PPP Mode of Social Capital Utilization in the Investment of Specialized Hospital for Women and Children

妇幼保健事业对社会文明进步和公共卫生事业发展具有重要意义,受制于政府对妇幼保健机构财政补助经费不足问题,我国妇幼卫生水平地区分级明显。将政府和社会资本合作(Public-Private-Partnership,PPP)模式引入妇幼保健产业有利于增强市场对妇幼资源的供给能力,提升妇幼产业水平,对我国目前发展滞后和不平衡的妇幼卫生工作有一定的调整和强化作用。本文旨在通过探讨社会资本运用PPP模式投资妇幼专科医院的必要性及可行性,厘清社会资本运用PPP模式投资妇幼专科医院的操作方式及运作风险,并对其风险防范提出可行性建议。

Women and children health care is of great significance to the development of social civilization and the development of public health.It is subject to the problem of insufficient financial subsidy for maternal and child health care institutions.The introduction of the government and social capital cooperation（Public-Private-Partnership,PPP） model into the maternal and child health care industry is conducive to enhancing the market supply of maternal and child resources,improving the level of women and children industry and it can adjust and strengthen the current development of China＇s lagging and unbalanced maternal and child health work.The purpose of this paper is to explore the necessary feasibility of investing on the social model of social capital by using the PPP model to clarify the operation mode and operational risk of the investment on the maternal and children hospitals by using the PPP mode and put forward feasible suggestions for its risk control.
