9月26日，中共中央办公厅、国务院办公厅印发了《建立国家公园体制总体方案》。该项文件明确定义了国家公园的概念及界定标准，并提出建立统一事权、分级管理体制，建立资金保障制度，完善自然生态系统保护制度，构建社区协调发展制度等多项具体措施。并强调从加强组织领导、完善法律法规、强化督促落实等方面保障文件的顺利实施。该文件的出台对于推进自然资源科学保护和合理利用，促进人与自然和谐共生，推进美丽中国建设，具有极其重要的意义。
On September 26, the Central Committee General Office and the State Council issued the OveraLL Plan on the DeveLopment and Management of National Parks. This document defines the concept and definition of national park, and puts forward a number of specific measures, including setting up a department in charge of the management of national parks, cooperating with provincial governments, and developing a financial security system, a natural ecosystem protection system, and a community coordinated development system. It emphasizes that the government needs to strengthen its Leadership, improve related Laws and regulations, enhance supervision on implementation to contribute to the achievement of the plan.
