论顾家相对萍乡铁路妨碍农田水利的应对——以《筹办萍乡铁路公牍》为中心的考察

On Gu Jiaxiang's Reaction to Pingxiang Railway Hindering the Farmland Water Conservancy —— The Investigation Focusing on The Official Document to Construct Railway in Pingxiang

《筹办萍乡铁路公牍》是顾家相之子顾燮光于光绪三十年编纂而成,收录了顾家相任萍乡知县时办理萍乡铁路中往来的公私文稿,其中多处记载了顾家相对萍乡铁路与农田水利的矛盾的思考与因应。顾家相在办理萍安铁路之初便提出保全农田水利的主张,经江西巡抚批准后,便在铁路建设中,从"预筹"、具体措施和善后事宜三方面展开,最终保全了萍乡地区的农田水利。故而,以《公牍》为中心来考察顾家相对萍乡铁路妨碍农田水利的因应,是探视地方官如何处理近代化建设与维护农民利益二者关系的窗口。

The Official Document to Construct Railway in Pingxiang was compiled by Gu Xieguang＇s son, Gu Jiaxiang, in the 30 th year of Emperor Guangxu of Qing Dynasty, in which there were the public and private documents about the construction of railway when Gu Jiaxiang was the magistrate of Pingxiang county. Many records referred to Gu＇s opinions and reactions related to the contradictory between the construction of railway and the farmland water conservancy. Gu has ever put forward the idea of protecting farmland water conservancy when Pingan Railway was started. Approved by the Jiangxi governor, he put into practice from the three aspects of the preliminary preparation, specific measures and rehabilitation issues in constructing railway. As a result, the farmland water conservancy was protected in Pingxiang County. Therefore, to focus on The Official Document to Construct Railway in Pingxiang to examine Gu Jiaxiang＇s reaction to the construction of railway hindering farmland water conservancy, provides a window to study how the local officials dealt with the relationship between modern construction and protection of the farmers＇ interest.
