优化税收征管与纳税服务 助力“丝绸之路经济带”外向型经济发展——以新疆石河子核心区建设为例

Improving Tax Administration and Service for Supporting the Development of Export-oriented Economy in the ‘Silk Road Economic Belt'

"丝绸之路经济带"建设旨在传承中国至西亚并通往欧洲的古丝绸之路精神,实现亚欧大陆各国间的商品交流和文化交融,是我国自身发展和对外合作的基本要求。石河子市位于准格尔盆地南缘,天山北坡经济带,肩负发展地方经济与维护国家安全的重要责任,又是国家发展"一带一路"促进国际贸易与文化发展的战略支点,其对外经济发展是新疆"丝绸之路经济带"建设的主要组成部分。本文以石河子外向型经济发展的现状为视角,结合该区出口贸易与退(免)税的趋势分析,进一步透视外向型经济发展的主要问题及成因,并提出优化经济结构、创新税收服务、完善平台建设和吸引高端人才等方面的建议与对策。

The ＇Silk Road Economic Belt＇ strategy, as a crucial way to promote the development of China, aims to inherit the leading spirit of the ancient Silk Road from China to West Asia and Europe, and facilitate the cultural exchange and commodity circulation among the countries of Eurasia. Shihezi city, located in the southern margin of the Zhungeer basin, is a core area of the Economic Belt on the Northern Tianshan Slope. It shoulders great responsibility in the local economic development and defense of national security. It is also a strategic fulcrum to promote international trade and cultural development, and greatly contributes to the export-oriented economic development which is a main focus of Xinjiang Silk Road Economic Belt construction. From the perspective of the status quo of the development of the export-oriented economy in Shihezi, this paper analyzes the export trade and tax refund （exemption） trends, the main problems in the development of export-oriented economy and their causes, and finally puts forward the ways to optimize economic structure, innovate tax service, renovate platform construction and attract high-end talents etc.
