单独制定农村小规模学校资源配置标准——基于辽宁省农村小规模学校资源配置基础数据的分析

随着城镇化进程推进和人口流动加剧,小班、小校甚至是空壳学校逐渐成为农村教育的重要形态。对辽宁省农村小规模学校资源配置基础数据的分析发现,农村小规模学校呈现出地域分布不均衡、班额小、硬件设施设备短缺、师资配置薄弱等突出问题,其症结在于现行的以学生数为基础的资源配置方式。发展农村小规模学校的关键在于转变教育资源的投入方式,由"注重生均意义上的投入公平"向"保证每一个学生获得的教育服务均等"转变。为了让农村小规模学校学生获得均等的教育服务,应充分考虑农村小规模学校的发展特点和现实需求,单独制定农村小规模学校资源配置标准。

With the advancement of urbanization and the intensification of population flow,small class,small school and even empty shell school gradually become important forms of rural education. According to the analysis of the basic data of the rural small-scale school resource allocation in Liaoning province,it is found that the rural small-scale schools in Liaoning province show the outstanding problems such as the uneven distribution of the geographical distribution,the shortage of the hardware facilities and the weak allocation of teachers,which stem from the mode of resources allocation based on the number of students. The key to the development of rural smallscale schools is to change the way of investment in educational resources,from ＂pay attention to the sense of income in the sense of fairness＂ to ＂ensure that each student access to educational services equal＂. In order to make rural small-scale school students obtain equal education services,it is necessary to give full consideration to the development of rural small-scale schools and the reality of the needs of individual small rural school resource allocation standards.
