摘要
我国空间规划体系由于行政体制分割和部门利益争夺,空间开发在一定程度上忽视了资源环境承载力,造成空间管理无序、土地资源浪费、生态环境失衡等问题。本文首先分析我国空间规划的缘起和空间干预存在的问题,提出空间规划是各级政府进行空间治理和土地利用用途管制的核心手段,进而针对宁夏固原市原州区国土空间开发存在的问题,通过以空间开发适宜性评价为基础划定"三区三线",优化国土空间格局和城乡空间布局,形成全域空间规划一张图。
Owing to the fragmented administrative system and the departmental interest competition, the space development under current spatial planning system in China ignores the resource and environment carrying capacity to some degree, thus raising various problems such as disorder of spatial management, waste of land resource, unbalance of ecological environment etc. This article first analyses the origin of spatial planning in China and the problems of space intervention,proposes spatial planning have become the principal mean to conduct spatial governance and land use controlling. And then in view of the existing problems in land space development of Yuanzhou district, based on spatial development suitability evaluation, delineates the ＂three zones and three lines＂, which is important strategic to optimize the land space developing pattern and urban-rural spatial distribution, ultimately forms the one map of spatial planning.
