我国地方政府电子政务建设的困境与对策

The Predicaments and Countermeasures in E-Government Construction of Local Government in China

随着"互联网+"的不断发展,电子政务的地位变得日益重要。针对当前我国地方电子政务建设存在的政府网站内容单一、电子硬件研发技术对外依附性强、网络安全保障弱、网络监管法规不健全、网民参政缺监督、公务员电子办公技术有待加强、公众网上寻求政府服务能力有待培养等问题,提出了政府网站应注重建立与公众密切相关的服务功能,加速开发电子政务硬件核心技术,加强安全保密系统建设,加强对地方电子政务的监管和运作,建立绩效审核制度,增强高素质公务员培养,增强公众网络问政能力等对策。

In view of the current problems in local government＇s e-government construction in China, such as the single content of government website, the strong dependent of electronic hardware technology, the weakness of network security, the imperfection of network regulations, and the lack supervision of citizens＇ political participation. The civil servants＇ electronic office technology remains to be strengthened, and the ability of seeking government public service online of the citizens remains to be cultivated. The paper puts forward some countermeasures to solve these problems. For example, the local government should pay attention to the service function which closely relates to the public on government website. It also should accelerate the development of hardware core technology, strengthen the construction of security system, strengthen the regulation and operation of local e-government, so as to build the system of performance audit, develop high-quality civil servants and enhance the capacity of citizens＇ online political participation etc.
