“官微”的现状与行为审定

官微对于中国社会的治理有着一定的作用,官微的形象对于政府权威性有一定的影响。官微从2003年到2016年,数量上呈现出几何型增长,达到了3万多个,而其类型大致上又可以分为积极性和消极型。所谓积极型就是发布有用的信息,以帮助网民解决问题,而消极型就是僵尸官微,存在或不存在似乎没有多大区别。对于这两种官微而言,一方面,既然开通了微博就要利用其建设社会,否则网友会怀疑是形式主义,不利于政府形象的树立。另一方面,官微要把公私分开,按照"行为手册"进行网络活动,从而理性地听取民意,走好网络群众路线,推动社会问题得以解决,发挥其正能量和价值感。

Official micro-blogs play a certain role in the governance of Chinese society, and the iraage of government officials has a certain impact on the authority of the government. The number of official micro-blogs underwent geometric growth from 2003 to 2016 and amounted to more than 30 thousand ones. The official micro-blogs can generally be divided into active and negative ones. The socalled positive type is to release useful information to help Internet users to solve the problem, while the negative is the ＂zombie type＂, and the ＂presence＂ or ＂absence＂ of these micro-blogs does not seem to make much difference. As for two kinds of administrative micro-blogs, on the one hand, since the opening of the micro-blog must be used in the construction of society, otherwise the users will be suspected of formalism, which is not conducive to establish the image of the government; on the other hand, the public administrative micro-blogs are to separate, and to carry out the network activities in accordance with the guidance of ＂rational behavior manual＂ listening to public opinion, taking the mass line network, promoting social problem to be solved, thus to applying its positive energy and sense of value.
