河北省科技创新立法构思——以制定《河北省科技创新促进条例》为视角

On the Legislation of Scientific and Technological Innovation in Hebei Province——From the Perspective of Developing Science and Technology Innovation Promotion Regulationsof Hebei Province

知识经济的核心是科技创新,科技创新需要科技法制建设。从河北省科技创新存在的问题出发,分析河北省科技立法的基础性法律《河北省科学进步条例》存在的问题,结合河北科技发展实际,提出以制定《河北省科技创新促进条例》为基础的立法建议,以完善河北科技法制建设,促进河北经济和社会发展。

The core of knowledge-based economy is technological innovation which needs the con- struction of legal system of science and technology.The paper, starting from the problems of scientific and technological innovation in Hebei Province, analyzes theproblems in basic law of science and technology legislation in Hebei Province i.e.The Regulations of Scientific Progress in Hebei Province. And it then proposes to develop Hebei Province Science and Technology Innovation Promotion Ordinance based on the legislative proposalscombined with the development of Hebei science and technology so as to perfect the legal system construction of Hebei science and technology and promote Hebei economic and social development.
