城市边缘区小城镇跨区域产业发展战略初探——以山东省肥城南部三镇为例

A Tentative Study on the Strategy of Cross-regional Industry Development in Small Cities and Towns Located in Urban Fringe:Taking Three Towns in the Southern Feicheng of Shandong Province as Examples

在新型城镇化和城乡一体化的时代背景下,城市、区域产业的发展进入了协同的时代,任何地区都不能在封闭的环境中发展,区域协同发展是必由之路。位于城市边缘区的小城镇城镇化进程相对滞后,处于产业发展的初期阶段,往往会成为区域经济发展的"洼地"。然而小城镇对于城市的发展越来越重要,国家越来越关注小城镇的城镇化进程与产业发展情况。如何促进城市边缘区小城镇的产业发展,使其在区域发展中发挥出更大的作用,成为实现区域协同发展战略的重要前提。文章以山东省肥城市南部三镇为例,研究其产业发展现状、产业发展问题和需求,探讨城市边缘区小城镇跨区域产业发展,实现跨区域的协调发展战略,并得出结论:城市边缘地区的小城镇发展应当强化不同城镇的产业特点,弱化差异,对其产业发展、生态体系、交通网络、城镇职能等均统一考虑,寻求强调区域联合的特色城镇化发展战略,在资源总量有限的前提下通过城镇体系内个体之间的协调运作使得资源配置达到综合效益最佳,形成小城镇间产业的跨区域协同发展,从而实现区域一体化发展。

In the context of new-type urbanization and city-countryside integration, the development of urban and regional industry accesses to the period of synergy, and no region could develop in a closed environment, therefore regional coordinated development is the inevitable course. The urbanization process of small towns located in the urban fringe area is lagging behind. It is in the early stage of industrial development and tends to become the ＂depression＂ of regional economic development. However, the development of small cities and towns is becoming more and more significant for the development of cities. The state is paying more and more attention to the urbanization process and industrial development of small towns. How to promote the industrial development of small towns in the urban fringe area and so as to play a greater role in regional development turns into an important prerequisite for regional synergistic development strategy. This paper takes the three towns in the south of Feicheng city of Shandong province as examples to study the status quo, the problems and needs of industrial development, and explores the cross-regional industrial development of small towns in urban fringe, in order to realize the coordinated strategy of cross-regional development. The main conclusions are as follows： the development of small towns in the region should strengthen the industrial characteristics of different towns and weaken the differences, and consider their industrial development, ecological system, transportation network and urban functions, and seek to emphasize the regional development strategy of regional joint. Under the premise of limited resources, the coordinated operation of the individual system within the town system makes the allocation of resources to achieve the best comprehensive benefits and the formation of the cross-regional development of industry between small towns to achieve regional integration development.
