京津冀一体化下的运河沿岸村镇保护与发展研究

The Study on Protection and Development of Villages along the Grand Canal under the Integration of Beijing-Tianjin-Hebei Region

随着京杭大运河申遗成功,对运河及其周边资源的有效保护和利用成为了关注的热点。本文以京津冀运河沿岸村镇为切入点,针对其面临的现状问题,提倡依托运河资源进行特色化村镇发展的理念,进而提出运河沿岸村镇保护和发展的方法:整理详尽的运河沿岸村镇清单;制定运河沿岸村镇分级保护策略;划定运河沿岸村镇保护范围;京津冀运河村镇区段特色发展;依托运河构建村镇绿道系统。通过推进国家层面跨区协作保护战略、搭建动态监测管理平台、实施资源补偿制度等实施机制和保障措施的支持,最终达到运河保护和村镇发展的双赢。

With the success of the Grand Canal inscription, the effective protection and utilization of the canal and its surrounding resources has become a hot spot. Regard villages along the Grand Canal as the breakthrough points, this paper proposes the idea of relying on the canal resources to develop characteristic villages based on its present condition problem. Then approaches to protecting and developing the villages along the canal are put forward： finishing a detailed list of villages along the canal; setting strategies of classification protection; delimiting the protection range; developing villages rely on Beijing-Tianjin-Hebei canal different characteristic; building green system relying on the canal. By the support of advancing interregional collaboration protection strategy at the national level and setting up dynamic monitoring management platform and implementing the resources compensation system, eventually we achieve the win-win purposes of canal protection and village development.
