上海大都市郊区乡镇发展分化与行政区划调整研究

The Development and Division of Rural Township in the Suburb of Shanghai Metropolitan Area were Adjusted and Studied

上海是我国典型大都市,其郊区乡镇发展具有自身显著特征,总体呈现常住人口规模大、经济相对发达、城镇化水平较高等特点,但其内部又客观存在分化现象,辖区面积规模等级结构呈现"菱形"状,人口规模等级结构呈现"哑铃"状,经济水平差异既表现为圈层性特征,也有轴带辐射的特点。目前,上海郊区乡镇行政区划体制及资源配置方式具有滞后性和不适应性,迫切需要调整和转型,包括撤乡设镇、撤镇(乡)设街、乡镇合并及逆向调整等多种形式,试图从乡镇行政区划体制上释放新的动力,进而达到优化上海大都市政区格局和功能体系建设的目的。

Shanghai is China＇s typical city, the suburb town development has its own characteristic, the population of permanent residents in general scale, relatively developed economy; the urbanization level is higher, but its internal differentiation phenomenon exists objectively, jurisdiction area of scale structure presents the ＂diamond＂ shape, population scale hierarchy ＂dumbbell＂ shape, different economic level is characterized by layers of sexual characteristics, also has the characteristic of shaft radiation. At present, the township administrative system and resource allocation way in Shanghai suburbs has lag and inadaptability, urgent need adjustment and transformation, including township town, pulled town （township） street, villages and towns merging, and a variety of forms such as reverse adjustment, trying to release new impetus from the township administrative system, thus to optimize Shanghai mostly landskommun structure and function of system construction goal.
