新安函谷关遗址保护规划与实施对策研究

Research on Strategies of Drawing up and Implementation of Conservation Plan for Site of Han'gu Pass in Xin'an County

河南省洛阳市新安函谷关遗址文物保护规划(以下简称保护规划)是在其参加"丝绸之路:起始段和天山廊道的路网"世界文化遗产申报的背景下进行编制的,起到了策划申遗配套工程等作用。本文通过新安函谷关遗址保护规划的编制技术和实施经验总结,研究通过有针对性地制定和执行本体保护、保护区划界划与管理、文物利用等策略,使这类文物保护单位同时满足我国文物保护管理体系和世界文化遗产的要求,并协调好文物保护与地方城镇发展关系、确定旅游特色城镇发展方向。

Conservation Plan for Site of Han＇gu Pass in Xin＇an County has been drawn up in the process of its application for the List of World Cultural Heritage. And the Conservation Plan has played an important role in planning the projects for the application. This paper concludes the strategies of drawing up and implementation of Conservation Plan for Site of Han＇gu Pass in Xin＇an County so as to research the method of drawing up and implementation of relics protection, protected area and construction control zone and relics presentation, which could help Protected Cultural Heritage Sites to meet the requirements of Chinese Cultural Relics and World Cultural Heritage, coordinate the relationship between relics protection and development of small cities and towns, and determine the direction of tourism towns.
