淮安区域文化若干问题辨正

Corrections of Several Issues of Regional Culture of Huai'an

淮夷在相当长的一段时期内,不是依傍强邻的弱小部族,而是相对独立的守土一族。淮夷、徐夷不是同一方国,淮夷族群有其鲜明的文化特质。"淮安"作为一个行政区划的名称,最初出现在北魏。现今江苏省淮安市的行政区划历史,可追溯到南宋时期。淮安市域战国时期即已设县,在秦并六国后一段时期,市境之属郡仍以淮河为界,淮河以南属九江郡,淮河以北属薛郡。此后,市境皆属东海郡。东汉时期,所谓"富陵县沦为麻湖"而废和山阳公刘荆"治在白马湖北"说不能成立。

Over a long period of time,Huaiyi defended tribe independently,while not depended on powerful neighbour.Huaiyi and Xuyi were not the same tribe.Huaiyi had its specific cultural feature.As a name of administrative region,"Huai'an"originally appeared in the Northern Wei Dynasty.Now the administrative division history of Huain'an of Jiangsu province can can trace back to the Southern Song Dynasty.In the period of the Warring States,Huai'an had been appeared as a county.After the establishment of Qin Dynasty,the country division of the city still regarded Huaihe as boundary.Jiujiang country located in the south of Huaihe,while Xue country located in the north of Huaihe.After that,all the city belonged to Donghai country.In the Eastern Han Dynasty,Both legends about Fuling coutry was repealed because of reducing to Ma Lake,and about Sanyanggong Liu Jing governed in the north of Baima Lake were not true.
