Research on the construction of navy ship equipment warehouse support capability

为保障我国日益重要的海洋权益,需要列装大量新型舰船装备,其中舰船器材的保障工作十分重要,但在当前保障实际工作中,面临着器材管理效能低下和监督指导不到位情况,导致舰船器材保障工作水平参差不齐,保障效能未充分发挥,出现器材管理工作滞后于器材发展的被动局面。文章针对上述问题,探索器材保障能力建设方法,提出提升器材保障能力首先需考虑当前状态、存在差距及提升途径,确保器材保障管理工作水平逐步上升;其次,对器材保障工作做总体分工,包括精神动力以及建立考核保障能力的指标体系,明确方向和办法;最后给出舰船器材保障能力建设的具体举措,并详细分析了方法的有效性,提出发展方向。

In order to guarantee our ocean rights,a great many ships should be deployed and the ship equipment support work is very important. However,in the actual management of the current support work,we face low efficiency of equipment management and unavailable supervision or guidance,which results in the current unever level of the support of equipment work and incomplete equipment support performance. The management work lags behind the development of equipment. In order to solve the above problems,this paper explores the capacity increasing method of the equipment support. First of all,it is necessary to consider the current state,the gap and the way to enhance the level of equipment management; Secondly,it necessary to divide the equipment support work to several parts,including the spiritual power,the establishment of the evaluation system, and the direction and methods. Finally, the paper gives specific measures for the construction of ship equipment support capacity,and analyzes the validity of the method in detail.
