目前,国库集中支付制度改革已成为我国财政国库管理改革中的重点内容,零余额账户对促进财政集中支付所发挥的作用是非常大的,但是在实际的运行过程中,零余额账户还是存在消费环境不完善、监督体系不到位等问题。通过分析零余额账户在运行过程中存在的问题,提出完善零余额账户管理的对策。

At present,the reform of central treasury centralized payment system has become the key content in the reform of treasury management in our country. The role of zero balance accounts in promoting centralized treasury payment is very large. However,during the actual operation,imperfect consumer environment and monitoring system are the problems of zero balance account. By analyzing the problems existing in the operation of zero-balance accounts,the countermeasures to improve the management of zero-balance accounts are put forward.
