区块链体系下的产业集群融资信任机制

Research on Trust Mechanism for Industrial Clusters Financing Based on the Blockchain

"互联网+"背景下,基于网络空间集聚的产业集群因缺乏对集群内企业社会信息的掌握,容易导致产业集群整体信任基础缺失,扩大集群企业风险防范面,影响产业集群融资效率,致使产业集群陷入融资困境。而区块链技术作为一种新型的信任重构系统,可以在降低交易成本、提高交易安全性的同时,保障数据信息安全可靠,能够在产业集群融资信任机制构建和保障方面发挥重要作用。这是因为,从产业集群融资信任机制构建看,区块链去中心化、去信任的特征有助于产业集群自觉建立融资信任机制;从产业集群融资信任机制保障看,区块链数据不可逆性和难以篡改的特性有助于集群企业履行守信行为,加强风险控制,有助于保障集群融资信任机制。为更好地实现区块链技术在产业集群融资中的应用,对研发机构而言,应注重解决区块链技术实际应用问题,提升其在产业集群中应用的可行性;对政府而言,应扮演好引导者角色,主要从财政预算、政策建议、监督管理等方面入手为区块链技术应用营造良好环境;对产业集群而言,可成立区块链融资联盟,积极推动区块链技术在集群融资过程中的应用,建立和保障集群融资信任机制。

Under the background of "Internet +",due to the lack of social information among enterprises in industrial clusters,industrial clusters based on the spatial agglomeration of network are facing the problem of lacking the basis of trust in industrial clusters,which will encourage the enterprises to strengthen risk prevention,have impact on financing efficiency of industrial cluster,and lead to financing difficulties for the industrial cluster. Blockchain,the new trust restructuring system,can guarantee the safety of data information while reducing transaction cost and improving transaction safety;and it will play the important role in establishing and guaranteeing trust mechanism for industrial cluster financing. From the view of establishing trust mechanism for industrial cluster financing,such characteristics of decentralization and de-trust of blockchain will be helpful for the industrial clusters to establish financing trust mechanism from their own willingness;and from the view of trust mechanism of industrial cluster financing,such characteristics as irreversibility and difficulty in tampering of industrial clusters will be helpful for the member enterprises to obey the rule of trust and strengthen risk control to guarantee the trust mechanism of industrial cluster financing. To better promote the application of blockchain to industrial cluster financing,the R&D department should solve the problems concerning the application of blockchain and improve the feasibility of blockchain;the government should better play its role in guiding and create the sound environment for the application of blockchain in terms of fiscal budget,policy suggestion,and supervision;and the industrial clusters should establish the financing alliance,promote the application of blockchain,and establish and guarantee the implementation of trust mechanism of industrial clusters financing.
