城镇化进程中城乡结合部的社会治理转型与创新

Social Governance Transition and Innovation of Urban-rural Integration in the Process of Urbanization

城乡结合部是城镇化发展中的特殊区域。随着我国城镇化的快速发展,城乡结合部呈现出格局动态性、样态过渡性、群体异质性、诉求多元性、城乡文化冲突等阶段性特征,给城乡结合部社会治理提出了更高要求。但是,当前的社会治理与城镇化发展还存在行政架构尚不能适应社会管理需要、二元管理体制严重影响社会治理成效、齐抓共管的工作格局没有真正形成、利益矛盾调处机制有待进一步完善、城乡文化融合还有很长的路要走等一些不适应的地方,需要从治理能力、治理体系、治理机制、利益诉求、社会文化等方面全面推进社会治理工作的转型与创新。

Urban-rural fringe is a special area in the development of urbanization. With the rapid development of China＇s urbanization,urban-rural fringe shows a dynamic pattern. The characteristics of state transition,group heterogeneity,diversity of appeals,and cultural conflicts between urban and rural areas put forward higher requirements for social governance in urban and rural fringe areas.However,the problems that administrative structure can not meet the needs of social management,dual management system seriously affects the effectiveness of social governance,the work pattern of cooperation is not really formed,the mechanism of interest conflict mediation needs to be further improved,and there is still a long way to go for the integration of urban and rural culture still exist in the current social governance and urbanization development. It is necessary to promote the transformation of social governance from the aspects of governance capacity,governance system,governance mechanism,interest demands,social culture and so on.
