党政“一把手”监督的难点问题及其破解

党的十九大报告强调,让党员干部"习惯在受监督和约束的环境中工作生活"。各级领导班子"一把手"在管党治党中处于关键地位,监督"一把手"是强化党内监督的重中之重。长期以来,"一把手"监督面临着"上级监督太远、同级监督太软、下级监督太难"的现实困境。造成这一难题的原因较为复杂,包括权力配置因素、权力运行因素、监督体制因素、思想认识因素等方面。为了进一步规范"一把手"权力,促使各级党政"一把手"正确行使权力,做到依法用权、秉公用权、廉洁用权,必须采取强化监督教育、科学配置权力、健全监督体制、完善监督机制、创新监督方式、依法规范监督等具有针对性的措施,切实增强"一把手"权力监督的系统性、经常性、有效性。

The report of the 19 th Conference of the Party stresses that Party members and cadres should get accustomed to working and living in a supervised and constrained environment. Top leaders of leading bodies at all levels are in a crucial position in managing and governing the Party,and the supervision of these top leaders is the most important thing in strengthening the inner-Party supervision. For a long time,the supervision of the top leaders faces the reality that superior supervision is too far,same level supervision is too soft,and lower level supervision is too difficult. The causes of this problem are complex,including the factors of power allocation,power operation,supervision system,ideological awareness,etc. In order to further standardize the power of the top leaders,make them correctly exercise the power,and utilize the power lawfully,impartially and cleanly,some pertinent measures must be taken. We must strengthen the education in supervision and scientific configuration of the power,improve the supervision system,perfect the supervision mechanism,and innovate the way of supervision,eventually achieve the goal of strengthening the supervision for the power of the top leaders systematically,regularly and effectively.
