摘要
主动介入和被动介入是智库介入政策过程的两类方式,相对于直接介入与间接介入,或者自下而上介入与自上而下介入,这种分类方式更加具有实质意义。不论是在议程设置阶段还是在方案设计阶段,智库的主动介入都抓住了有利的介入时机,能够有效影响政策制定者咨询需求的形成和满足;智库的被动介入则错失了有利的介入时机,无力影响政策制定者咨询需求的形成和满足。对主动介入和被动介入两种介入方式进行比较分析,可以为新型智库建设和智库影响力提升提供有益启示。
Active access and passive access are two approaches that think tanks get access to policy process. Compared with direct and indirect access,or bottom-up and top-down access,the classification of active access and passive access method has more substantive significance. In both the stages of policy agenda setting and policy solution designing,the active access can seize the opportunity to get access and effectively influence policy formation and satisfy the demand of policymakers' consultation. In contrast,the passive access loses the opportunity to get access unfortunately and cannot effectively influence policy formation and satisfy the demand of policymakers' consultation. The comparison between active access and passive access can provide useful inspiration for the construction of Chinese new think tanks and the promotion of think tanks' impact.
