Construction of Evaluation Index System of Competitiveness of Think Tanks with Chinese Characteristics

构建具有中国特色的新型智库竞争力评价指标体系,引导和推动智库建设健康发展,切实提高我国智库的国际竞争力,方能走出一条与大国地位相匹配的强库之路。在前人研究智库指标的成果基础上,经过系统深入的归纳和筛选,整合出科研及其管理、人才队伍建设、智库影响力等12项指标,以此形成体现智库实力的指标项目清单。在此基础上,挑选出得票数比率超过20%的7项指标,遵循指标设计四项基本原则,采用切实可行的网络问卷调查法和科学合理的评价流程,构建出智库竞争力评价指标体系的模型。

Our country need to build a new type of think tanks competitiveness evaluation index system with Chinese characteristics to guide and promote the healthy development of think tanks construction,and effectively improve the international competitiveness of China＇s think tanks. Then the think tanks can open up a strong road to match the status of the strong country. On the basis of previous research indicators of think tanks,through systematic and in-depth induction and screening,we integrated 12 indicators,including scientific research and management,talent team building,think tank influence and so on,and formed a list of indicators reflecting the strength of think tanks. We selected seven indicators with voting rate of more than 20%,followed the four basic principles of indicator design,and adopted a suitable online questionnaire and a scientific and reasonable evaluation process to build a model for evaluating the competitiveness of think tanks.
