教育的评估和质量保障体系是决定教育高度与深度的前提。然而高效能、高质量的教育督导评估,离不开科学的、可操作的教育督导评估指标体系。通过系统地介绍和剖析英国2016年颁布的《优秀学校督导评估指标》,得出了十条可供我国借鉴的启示:(1)对学校领导和管理效能更加重视;(2)旗帜鲜明地强调对国家核心价值观的宣传和介绍;(3)将反恐教育首次写进了英国学校督导评估指标体系;(4)英国新指标中增加了网上安全部分,增加了教会学生防止网上欺凌的内容;(5)对学生的培养目标更具体和细化;(6)对教师的督导评估指标翻倍,更加细化、具体、可测;(7)学校领导与管理的效能指标增加了二分之一,聚焦于学生学业成就、校董事会的监管作用、学校绩效管理、营造追求卓越的学校文化等方面;(8)减少了对学生成就、乐学程度、对社区贡献的指标;(9)在学校督导评估指标中融入学校效能元素;(10)在关注学生学业成就的同时细化学生全方位发展的内涵和外延。

The educational evaluation and quality control system are the preconditions to determine the height and depth of education. However,an effective and high-quality educational inspectorate and evaluation system can't be separated from a scientific and workable educational inspection and evaluation indicator system. Through systematically introducing and analyzing the latest "Inspectorate Evaluation Indicators for Outstanding Schools",issued by the UK in 2016,we have discovered ten important findings,which have inspirations for China:(1) More attention has been paid to school leadership and management effectiveness.(2) There is a clear-cut emphasis on the publicity and introduction of the national core values.(3) For the first time,the anti-terrorist education have been added to the UK system of school inspectorate evaluation index.(4) New indicators of online safety have been added to the UK system of inspectorate index so as to teach the students to prevent online bullying.(5) The goals for student training are more specific.(6) The number of inspectorate evaluation indicators is doubled,more detailed,specific and measurable.(7) The numbers on school leadership and management effectiveness have been increased more than a half,focusing on the academic outcomes of students,the supervision functions of school board,the management of school performance and the building up a school culture striving for excellence.(8) The indicators on students' outcomes, enjoying learning, and contributions to local society have been reduced.(9) The school effective factors have been integrated into the school inspectorate evaluation indicators.(10) While a close attention being paid to students' academic outcomes,we refine the connotations and extensions of student all-round development.
