精准扶贫视域下农民素质的提升

The Improvement of Farmers' Quality in the Field of Targeted Poverty Alleviation

精准扶贫是党中央和国务院的重大战略决策。贫困农民的素质问题是我国实现精准扶贫的重大难题。精准扶贫视域下农民的素质现状表现为思想观念保守、科学文化水平较低、经营管理理念落后、法律意识薄弱等。分析其原因主要有教育体系不完善、农技推广与服务不到位、公共文化建设不完善、自然历史条件限制等方面原因。从多种教育精准优化、文化事业精准建设、农技推广平台精准打造、市场意识精准培育、政府投入精准到位等五方面入手,为贫困农民素质提升提出有效的解决对策。

Accurate poverty reduction is a major strategic decision of the CPC central committee and the state council.The quality problem of poor farmers is a major problem in China's realization of the precise poverty alleviation.The present situation of the farmers' quality in the perspective of accurate poverty reduction is conservative view and values,low level of science and culture,poor management concept and weak legal consciousness.The reasons for the analysis are the incomplete system of the education system,the lack of agricultural technology promotion and service,the imperfect public cultural construction,and the limitation of natural historical conditions.Five aspects,including accurate optimization of variety education,the precision construction of cultural undertakings,precision building of agricultural technology platform,market consciousness cultivation,perfect government investment,are put forward to offer effective countermeasures for poor farmers' quality promotion.
