摘要
以中关村海淀科技园企业微观数据集为基础,实证检验企业R&D投入对技术创新绩效是否存在非线性影响,以解释为什么R&D投入高速增长与TFP增长率持续下降在中国并存这一现象。研究发现:随着R&D强度或企业规模的增大,持续的R&D投入将对技术创新绩效产生非线性影响,即呈现出"负向-正向-负向"的变化趋势;R&D投入对技术创新绩效的影响存在行业差异,且主要取决于各行业内部的R&D强度和技术密集度。因此,在实施创新驱动发展战略时,应当根据技术创新绩效动态调整R&D投入的规模及其在不同企业、行业或地区之间的分配,以避免R&D投入过度集中或不合理配置所造成的无谓损失与资源浪费。
Based on the enterprise data set about China's Zhongguancun Haidian Science Park,this paper empirically examines whether the enterprises' R&D inputs has nonlinear effect on the technology innovation performance,in order to explain the coexistence of the rapid growth in R&D inputs and the continuing decrease in the TFP growth rate.The following findings are obtained:(i)with the increase of R&D intensity or enterprise scale,the continuous R&D inputs will put a nonlinear effect on the technology innovation performance,showing a trend of "negative-positive-negative";(ii)the nonlinear effect will change as industry characteristics,which depends on the R&D intensity and technology intensity of corresponding industry.During the implementation of innovation driven strategy,therefore,we should dynamically adjust the R&D inputs' scale and its distribution among different enterprises,industries,or regions on the basis of technological innovation performance,which is essential to avoid the deadweight loss inflicted by R&D inputs' excessive concentration or unreasonable allocation.
