碳排放核查的科学性、公平性很大程度上决定了碳市场发展的深度和广度。通过研究发现,在碳核查机构角色扮演、核查机构数量、核查人员能力、核查指南、核查标准、核查费用来源、核查监管体系及碳交易立法等方面还存在一定不足。为此,核查机构要做好角色转换,逐步强化咨询服务功能;建立核查机构退出机制,规范市场秩序,提升核查业务能力;完善和出台《全国碳排放权交易的第三方核查指南》,夯实碳排放监测核算基础;加快组建碳核查行业协会,搭建核查机构间的交流平台,统筹完善核查监管体系;加快建立和完善以《碳排放权交易管理条例》为核心的法律体系,建立健全政策保障体系。

Through the research, it is found that there are still some shortcomings in the role of carbon verification agencies, the number of verification agencies, the ability to verify staff, verification guidelines, verification standards, verification costs, verification of regulatory systems and carbon trading legislation. To this end, the verification body to do the role of conversion, and gradually strengthen the advisory services; the establishment of verification agencies to withdraw from the mechanism to regulate the market order, improve the ability to verify business; improve and the introduction of ＂national carbon emissions trading third party verification guide＂ To speed up the establishment and improvement of the ＂carbon emissions trading regulations＂ as the core of the legal system, establish and improve the policy guarantee system （hereinafter referred to as the ＂carbon emission rights management system＂）, and set up a system of verification and accounting.
