清原抽水蓄能电站建设征地涉及的林下经济补偿问题

Discussion on Compensation Issues for Under-forest Economy in Requisitioned Land of Qingyuan Pumped-storage Power Station

通过分析清原抽水蓄能电站涉及林下经济在补偿范围、补偿计算方式、补偿标准等方面存在的问题,提出获得各方认可且切实可行的解决方案,实现了项目涉及林下经济的科学补偿、合理补偿,达到了在保护林下经济经营者合法权益的同时又能有效控制项目征地补偿投资的预期目标;从而在一定程度上增强了当地群众对电站建设的支持力度,缓解了地方政府在征地过程中的实施工作难度,有力地推动了电站的可行性研究工作进程。

By analyzing the issues of under-forest economy in Qingyuan Pumped-storage Power Station from the aspects of compensation scope, measurement method and standard, the practical and well-accepted solutions are proposed and reasonable compensation is realized for under-forest economy of the project. With the presented solutions, legal right protection of under- forest economy＇s proprietors as well as effective investment budgeting of land requisition of the project has been achieved, which enhance local residents＇ support toward the project, reduce the difficulty in land requisition for local government and promote the progressing in feasibility study of station.
