对我国水电发展现状、问题的浅析和建议

Analysis on Current Situation and Problems of Hydropower Development in China and the Suggestions

水电是当前及今后一段时期内我国可再生能源的主力。目前,我国水电开发程度已达约46%(按装机容量计算),我国水电已经从大规模集中开发进入到了适度有序开发阶段。水电开发面临着新形势、新情况,各方对水电开发的利益诉求不断攀升,水电开发成本越来越高,电力供应持续宽松,电力市场化改革全面推进,水电弃水压力大,消纳问题突出。从水电开发现状入手,分析当前水电建设的形势和面临困难,就宏观政策、企业自身等不同层面提出一些措施建议,以期水电行业持续健康发展。

Hydropower will be the main renewable energy in China at present and for some time to come. At present, China＇s hydropower development ratio has reached about 46% （according to installed capacity）, it has entered a stage of moderately and orderly development from large-scale centralized development stage. The development of hydropower in China is facing a new situation, including continuous rising of interests of all parties, higher and higher cost of hydropower development, continuous abundant power supply, comprehensively promotion of power market reform, serious water abandoning pressare and insufficient power consumption. From the status quo of hydropower development, the situation and difficulties of hydropower development are analyzed, and some suggestions are also put forward from the aspects of macroscopic policy and enterprises itself to promote the sustained and healthy development of hydropower industry.
