由“垃圾填埋场”向“环保教育公园”转变的规划探索——以长沙市固废处理场生活垃圾填埋区封场改造规划为例 被引量:3

摘要 在建设资源节约型、环境友好型社会的背景下,以生态文明为核心的环境文化建设已成为新时期社会文化的核心中坚力量,环保文化也成为中国绿色产业发展的核心生产力.本文以长沙市固体废弃物处理场生活垃圾填埋区的封场改造规划为例,采用新思路、新方法、新举措,研究与借鉴了国内外成功案例,提出对封场后的垃圾填埋区进行生态修复,并结合固废处理场先进的垃圾、污泥处理技术与黑麋峰国家森林公园得天独厚的自然生态环境,将长沙市固废处理场改造成为具备固体废弃物生态循环处理功能的环保教育公园.该改造规划可引导公众积极参与环境文化建设,对生态文明建设具有重要意义;同时,也是对基础设施的绿色循环、低碳、可持续规划方法的一种探索. Under the background of building a construction of environmental culture with ecological resource-saving and environment-friendly society, the civilization as the core has become the centre of social culture in the new period. The environmental culture has also become the core productivity of China's green industry development. Taking the reconstruction plan of municipal solid waste landfill in Changsha City as an example, using new ideas, new methods, new initiatives, researching and learning from the success stories at home and abroad, it puts forward the ecological restoration of the landfill after the closure. Combined with the advanced waste, sludge treatment technology and the unique natural ecological environment of Heimifeng National Forest Park, it is planting the Changsha City solid waste treatment into a solid waste with ecological recycling function of the environmental education park. This is of great significance to the construction of ecological civilization, but also an exploration of the green cycle, low carbon and sustainable planning of infrastructure.
