摘要
为优化河南省城市用地效益投入产出配置,提高河南省城市用地资源的合理配置,以河南省2000-2015年各地市从业人员、建成区面积、固定资产投资和财政支出作为投入指标,以二、三产业生产总值、财政收入和人口密度为研究指标,运用DEAP 2.1软件对河南省城市用地经济效益投入产出发展进行研究.结果表明:(1)2000-2015年该省整体城市化水平和经济发展不断发展,但区域内部存在差异性,平均建成区面积扩大61.87km2,二、三产业从业人员人数增加1 045.89万人,人均增加财政收入、产出分别为4.68万元和2.28万元;(2)该省城市用地经济效益投入产出存在技术无效和规模无效两种类型,而规模效益16年内变幅不大,但更替现象明显,其主要原因为政策和管理上的偏差;(3)2000-2015年整体需优化城市数目由4座城市减少为3座,且各城市投入产出优化值降低,即投入产出趋于有效状态.
In order to optimize the efficiency of urban land use as well as the input and output configuration in Henan Province,and improve the rational allocation of urban land resources,the input and output development of economic benefit in the urban land use was studied by employing the DEAP 2.1 software.The practitioner around the cities of Henan Province during 2000-2015,proportion of built-up area,fixed asset investment and fiscal expenditure were used as input indicators,and the gross domestic product of the secondary and tertiary industries,fiscal revenue and population density as research indexes.The results show that:(1)the overall level of urbanization and economy in Henan Province during 2000-2015 continue to develop,but difference occurs among cities.Average proportion of built-up area is expanded by 61.87 km2,the number of practitioner in the secondary and tertiary industries is increased by 10 458 900,and per capita revenue and output are 46 800 and 22 800 yuan,respectively.(2)There exist two types of technology and scale inefficiencies in input and output of economic benefit for the urban land use of Henan Province.For scale efficiency,there is not significant change in 16 years,however,the alternate phenomenon is obvious,mainly due to the deviation in policy and management.(3)The number of cities that need to be optimized overall during 2000-2015 is decreased from 4 to 3,and the optimization value of input and output in cities is reduced,that is,input and output tend to be more effective.
