乡村环境治理是需要多部门、多主体互相配合的复杂的系统工程,其特点是在治理过程中通过明确统一目标,引入更多的治理主体相互协同合作,整合各参与主体的优势,充分调动各主体的积极性,从而促进乡村环境治理的制度化、常态化。科学构建乡村环境协同治理的体制机制需要确立乡村环境治理的协作机制,制定乡村环境治理的竞争机制,引入乡村环境治理的制约机制。

Rural area environment regulation is a systematic engineering calling for the collaboration of multi- ple supervising authorities and relevant participants, and featuring unified goal, collaboration of participants who have various advantages to integrated these advantages and spur the participants＇ motivation, and thereby to facili- tate the systematization and regularity of rural area environment regulation. The scientific construction of rural area environment regulation system requires the construction of a collaborative system, a competitive system and the in- troduction of a supervision system of environment regulation.
