“被动城镇化”到主动城镇化建设的思考

“Passive Urbanization”to Active Urbanization:Sustainable Livelihoods Thrust

自《国家新型城镇化规划(2014-2020)》发布,一股以人为核心的城镇化热潮愈加凸显,从"被动城镇化"到主动城镇化的转变,关键点也是在于人是否有主观意愿去转变,是由物及人的转变;以可持续生计为理论基础,从"生计"的环境背景、生计资产、政府政策等组成因素出发,联系实际现状,分析"被动城镇化"存在问题以及探索主动城镇化过程的实现。

The human--centered urbanization has been on the rise since the ＂New National Urbaniza- tion Plan （2014--2020）＂ published. From the ＂passive urbanization＂ to active urbanization, the key point is that whether the person has the subjective willing to change. It is the shift from objects to people. Based on the sustainable livelihoods theory, this paper analyzes the existing problems of ＂passive urbanization＂ and explores the realization of the process of active urbanization from the actual situation of ＂livelihood＂ environment, livelihood assets, and government policy and so on.
