Analysis on health poverty alleviation policies related to poverty and disease

文章通过回顾国内外文献,分析了疾病和贫困问题对个体幸福感的影响以及贫困产生的原因、健康扶贫政策相关研究等,并在分析现有问题的基础上提出可行的改革措施及建议,包括公共政策制定时应考虑到贫困和疾病人群的个体幸福感;明确政府治理健康问题所致贫困的责任;构建多层次治理体系以提高国民素质;给予贫困群体受教育机会;建立健全农村最低生活保障制度。

By reviewing domestic and foreign literatures, the authors of the paper analyze the affects of disease and poverty on individual happiness, the causes of poverty, and the researches related to health poverty alleviation policies and put forward feasible reform measures and suggestions based on the analysis of existing problems. During the formulation of public policies, the individual happiness of poor and ill people should be considered; the liability for poverty caused by government governance-related health problems should be defined; a multi-level governance system should be set up to improve the national quality; the opportunity of education should be given to poor group; a minimum living security system should be established and improved for rural areas.
