新型城镇化背景下的村庄规划发展道路初探

The Exploration on the Development of Village Planning under the Background of New Urbanization

新型城镇化与传统城镇化的最大不同,在于新型城镇化是以人为核心的城镇化,注重保护农民利益,与农业现代化相辅相成。本研究基于在新型城镇化背景下编制完成的安徽省芜湖县16个美好乡村规划成果的总结与归纳,针对新型城镇化对于村庄规划的新要求,结合当前村庄建设中存在的主要问题,提出了美好乡村规划的总体思路和模式创新,并对安徽省芜湖县美好乡村规划实施情况及效果进行总结,从"以村民为核心"的角度为未来村庄规划的发展之路提供可借鉴和推广的经验。

The biggest difference between the new urbanization and the traditional urbanization is that the core of them, the former is concerning about the urbanization of people, paying attention on the interests of farmers, and complementing with agricultural modernization. This study is based on the preparation and summarizes about 16 beautiful villages＇ planning results, according to the requirements of the new urbanization for village planning, combined with the major problems existing in the village construction, and put forward the general idea and innovative mode of beautiful countryside planning, meanwhile, summarizing the implementation and the effect of the village planning in Anhui county, Wuhu province, in order to provide some repficable experiences from the perspective of ＂the villagers as the core＂ for the future development of the village planning.
