新常态背景下村庄存量规划的思考——以绍兴市柯桥区棠棣村农房改造建设示范村规划为例

Reflection on Village Stock Planning under the New Background:Taking the Demonstration Village Planning of Farmhouse Reconstruction Construction about Tangdi Village in Keqiao,Shaoxing as an Example

本文基于城乡规划转型的发展背景,解析了绍兴市柯桥区村庄规划与建设的发展历程,提出村庄规划建设中存在用地矛盾突出、落地性不强、建设不可持续等主要问题。柯桥区棠棣村利用农房改造示范村建设的契机,规划从农房改造、环境整治、乡村产业等方面来统筹村庄的建设与发展,并通过空心村梳理、产业用地挖掘等手段,探索新常态下村庄规划由粗放式建房主导的"增量规划"向精细化旧村更新的"存量规划"转型的新思路。

Based on the new development background, the paper analyzes the development process of the village and village planning in Keqiao Shaoxing city, and puts forward some main problems such as the land contradiction, lack of implementation, construction unsustainable and so on. Taking advantage of farmhouse transformation about Tangdi village, the planning guided the development of the current village from the farmhouse transformation, environmental remediation, cultural shaping, and through the hollow village carding, industrial land mining and other means to explore new ideas of village planning, aimed at transformation from incremental planning of extensive building to stock planning of old village renewal.
