新时期政策调整下的小城镇演变特征与趋势研究

小城镇健康发展是新型城镇化的重要内容之一。研究以国民经济和社会发展五年规划为周期,对2000年以来小城镇发展历程和政策演变进行了分析,发现进入"十五"时期之后,国家对小城镇政策开始做出渐进式调整,表现出明显的阶段性。特别是"十二五"时期以后,小城镇的政策导向开始变得更加清晰和具有针对性。同时,小城镇发展也呈现出普遍收缩与高度分化并存、小城镇建设从镇区为主向全域协同建设延伸、小城镇功能特色化等新特征。随着城镇化发展模式的转型,未来小城镇将切换发展路径,朝着更加宜居、特色化、中心镇"小城市化"方向发展。
