摘要
培育人口10万以上的建制镇发展成为镇级小城市,是近中期推动我国新型城镇化的重点。福建省积极开展新型设市模式试点,并将其作为推进新型城镇化的重要抓手。文章通过对福建省小城市培育试点实践进行深入分析,重点剖析了试点实践过程中存在的共性问题:市镇体制机制矛盾凸显,资金、人才、土地等要素供给不足,小城市服务功能不强等。针对问题,研究提出"正名""扩权""强基""赋能"多管齐下,赋予小城市培育试点镇县级权力,突出产业强支撑,提升试点镇城市功能等推动实现"镇"到"市"真正转变的对策建议。
It is the focus of the new urbanization in the near term to develop a small city with population of more than 100,000. Fujian Province actively carries out a new model of urban model pilot, and as an important starting point to promote new urbanization. It analyzes the practice of cultivating small cities in Fujian province, and focuses on the analysis of the common problems existing in the process： the contradiction between urban and town of mechanism, the shortage of funds, talented person and land, and the service function of small cities is not strong. In order to solve the problem, the study puts forward the idea of rectifying the name, expanding the right, strong base and empowering, giving the county power to the towns that are cultivating small cities, highlighting strong support of the industry, and promoting the city function so as to achieve the town to city.
