上海建设全球科创中心的优势与挑战

国际金融危机以后,欧美发达经济体向制造业强势回归。集创新的载体、动力、资源和环境于一体的全球科创中心,在新产业革命中扮演了重要角色。上海建设具有全球影响力的科技创新中心,是继"四个中心"之后,城市功能拓展与提升的新目标和新举措。上海的综合实力强、科技创新水平领先、国际化程度高、金融体系完善,具有建设全球科创中心的基础和优势。然而,上海也面临着发展瓶颈和严峻挑战,尤其是创新链的碎片化,导致创新资源丰富但创新动力不足,创新人才聚集但创新活力匮乏等问题,究其原因是促进科技创新的体制机制没有理顺。为此,上海建设全球科创中心,应聚焦体制机制改革,集全市之合力,推动科技资源的优化配置。

During this process, Global after the international financial STI Center played an important node role due to the combination of the carrier, power, resource and environment of the innovation. It is a new goal and practice for Shanghai to become a Global STI centre just after ＂Four Centers＂ con- struction. Shanghai is a huge city in China with largest population, comprehensive strengthens, ad- vanced STI, high internationalization and perfect financial system, which together make up the advan- tage for construction. However, there are a series of obstacles on the way special for all kinds of fragmentation of innovation chain, which makes distortion in the fields of STI configuration. As a result, it shows more innovation resources and talents against less innovation power and vigor. So it is vital for Shang- hai to focus on institutional innovation to become Global STI Center in the effort of the whole city.
