2016年"南海仲裁案"后,随着中国与东盟关系的进一步发展以及"《南海各方行为准则》框架"草案的达成,南海共同开发获得了难得的机遇。同时,南海共同开发也面临其他南海声索国与中国在南海进行共同开发的政治意愿不强、文化同质性不突出以及域外势力的干扰等挑战。中菲关系全面改善后,礼乐滩附近海域最有可能成为中菲两国在南海进行共同开发的"区块",从而取得南海共同开发实质性的突破。

With the further development of relationship between China and ASEAN and the agreement of frame- work of Code on the ,Conduct of：the Parties in the South China Sea after the South China Sea Arbitration in 2016, there are a lot of opportunities about joint exploitation in the South China Sea. Meantime, the joint exploitation in the South China Sea is still facing such challenges as the weak political wills among the related parties, the poverty of cultural homogeneity and the interference of external forces. With .the comprehensive improvement of China and Philippines, the waters around Liyue Bank is highly expected ,to be an ＂area＂ that will probably be exploited jointly by ,these, two countries, accordingly realizing the practical breakthrough of joint development in the South China Sea.
