摘要
为对智能电网进行更加合理的综合评估,构建了涵盖"发-输-变-配-用"各环节、且考虑经济、社会、环境三大综合效益的宏观和微观指标体系。各指标在评估过程中所占权重通过主客观相结合的方法确定,底层的微观指标按照效益的不同实现方式下的6种特定类别,分别采用合理的评分标准进行评分。最后,将所提模型及方法应用在某智能电网示范工程,验证了模型及方法的合理性和有效性,分析得出示范工程主要效益点和薄弱点。
To improve the rationality of comprehensive evaluation on smart grid, a system composed of micro and macro indexes is constructed with the consideration of economic, social and environmental benefits, which covers the whole process of power generation, transmission, transformation, distribution and consumption. The weights of indexes are determined by the combination of subjective and objective methods, and the micro indexes in the lower layer are scored with reasonable standards according to six types under different rules of realization for benefits. Finally, the rationality and effectiveness of the proposed model and method are verified by their implementation on certain smart grid demonstration project, and the main points of benefit and weakness are obtained based on the analysis result.
