德国工程教育专业认证制度的变迁逻辑及其启示——基于历史制度主义的分析范式

The change logic and its enlightenment of the accreditation system of engineering education in Germany:an analysis based on historical institutionalism

本研究从历史制度主义的分析范式入手,探讨德国工程教育专业认证制度的变迁逻辑。研究发现,从历史观来看,德国工程教育专业认证制度的建立更多是外因催发下的产物,是一种自上而下、由政府主导的"强制性制度变迁";从结构观来看,政府、高校、工业界和专业协会扮演着不同的角色,四者相互协作与博弈,形成了具有德国特色的制度均衡系统。文章最后探讨了我国工程教育专业认证体系构建需要注意的问题。

Based on the analysis paradigm of historical institutionalism,this study tries to explore the change logic of the accreditation system of engineering education in Germany.From the historical point of view,the study finds that the establishment of the German engineering education accreditation system is more of a product of external catalyst,and it is a top-down ＂ mandatory system change＂ led by the government.From the perspective of the structure,the government,universities,industry and professional associations play games and cooperate with each other by playing different roles,forming a unique institutional equilibrium system in Germany.Finally,the paper discusses the problems that should be paid attention to in the construction of the engineering education accreditation system in China.
