The quality assurance of Canadian higher education:the motivation,system,characteristic and trend

在高等教育大众化和普及化背景下,加拿大高等教育面临一系列由教育质量引发的新挑战,高等教育质量保障再次成为关注的焦点。加拿大高等教育质量保障以立法为基础,注重大学的内部保障,通过加拿大大学和学院联合会、省级高等教育质量保障机构、大学联合会和专业认证机构,以标准核定、审核、评估、认证等多种方式,形成了内外结合的高等教育质量保障体系。结合我国国情,其在非政府组织、高校联合组织建设和高校内部质量保障方面的经验值得借鉴。加拿大高等教育质量保障体系对建立我国高等教育质量保障政策与体系具有重要意义。

With the background of popularization and universalization of higher education,higher education in Canada is faced with a series of new challenges caused by education quality,and the quality assurance of higher education once again becomes the focus.Based on legislation and internal assurance of universities,the quality assurance of higher education in Canada has taken diversified means such as standard checking,audit,assessment and accreditation etc.through the Association of Universities and Colleges of Canada,provincial government-established quality assurance agencies of higher education,university consortium agencies and professional accreditation agencies,and thus established the quality assurance system of higher education which is both internal and external.Considering our national condition,we should learn from Canada′s experience on the construction of non-governmental organizations,university consortium agencies and the quality assurance within universities.The quality assurance system of higher education in Canada is of great significance to the construction of the policy and system of quality assurance of higher education in China.
