Leadership of the Party and the Development of Grass-roots Democracy

基层民主是马克思主义民主政治的重要构成部分,是人民当家作主的重要实践场所,也是中国特色社会主义民主的重要组成部分,社会民主能否真正实现首先取决于基层民主发展和实现程度。在中央加强服务型党组织建设的推动下,虽然基层党组织普遍得到加强,但基层党组织对基层社会的动员能力却呈下降趋势,基层社会治理中深层次问题不能得到有效解决,其深层原因在于行政管理权分割导致了基层党组织失去了政治功能,基层社会治理最终依赖于"能人治理",基层民主发展取决于党的领导能力,因而解决基层社会治理中出现的深层次问题,根本在于提升党的领导能力,在领导理念、领导方式、领导体制上进行创新,根据中国特色社会主义发展实际,探索切实可行的基层民主。

Grass--roots democracy is an important part of the democratic politics of marxist. It is an important practical place for people to be the masters of the country, and it also an impor- tant part of socialist democracy with Chinese characteristics. The real realization of social democ- racy depends on the development and realization of grass--roots democracy. In the central com- mittee of the CPC driven to strengthen the service--oriented party organization construction. Al- though the grass--roots party organizations generally strengthened, but the party organizations at the grass--roots level of grass--roots social mobilization is a downward trend. And the grass-- roots social governance in the deep--seated problems cannot be effectively solved. The deep rea- son is that the division of the administrative power has resulted in the loss of political function of basic--level party organizations. The grass--roots social governance depends on ultimately ＂tal- ents administration＂. The development of grass--roots democracy depends on the party＇s leader- ship. And thus solve the deep--seated problems arising from the grass--roots social governance, rooted in the promotion of party＇s leadership, the innovation of the leadership concept, leader- ship style and leading system. We also explore the practical and feasible grass--roots democracy according to the development of socialism with Chinese characteristics.
