边疆安全视角下的西北地区和谐民族关系建构

Construction of Harmonious Ethnic Relationship in Northwest China from Perspective of Border Safety

边疆地区的民族关系是与边疆安全密切相关的变量。和谐民族关系建构有赖于民族之间交往的扩大,对于经济社会发展相对滞后的西北边疆地区而言,少数民族生计方式的现代化转型是扩大与各民族之间交往的关键。在"一带一路"倡议背景下,西北边疆地区应以现代工业生产方式为纽带,以生产领域的民族互嵌为重点,推动民族互嵌式社会构建;发挥社会主义制度优势,促进边疆和谐民族关系发展;以区域发展的现代国家治理理念取代传统的"中心—边缘"的少数民族治理理念,搭建民族之间交往交流交融的制度平台,促进民族关系和谐发展。

Ethnic relationship in borderland area is a closely related variable for the border safety.The construction of harmonious relationship relies on the expansion of ethnic communication.As for northwest borderland area which is comparatively lagged behind in terms of economic and social development,modernization transformation of living modes of the ethnic minorities is the key to expand the ethnic communication.Under the background of the proposal of ＂the Belt and the Road＂,borderland area of northwest China should take modern industrial production mode as the link,focuses on ethnic embedment in production field and promotes the social construction of ethnic embedment.They should make most of the system advantages of socialism so as to promote the development of harmonious ethnic relationship in borderland area.They should replace the traditional ＂center-margin＂ ethnic administration notions with modern national administration notions for regional development,construct system platform for ethnic communication and integration so as to promote ethnic relationship and harmonious development.
