我国大型城市农副产品价格调控政策的调整研究

Study on adjustment of price regulation policy of agricultural products in large cities in China

农副产品价格与人民生活息息相关,大型中心城市农副产品的价格调控政策关系到城市民生,尤其对保障低收入群体的正常生活十分重要。必要的价格调控政策既能避免市场失灵,有效发挥财政资金的作用,也能保证市场的稳定并降低价格异常波动风险。本文从影响大城市农副产品价格的因素入手,分析目前我国大多数中心城市采用的调控政策,并提出应从三方面实行转变:从全链条参与向零售控价干预转变;从日常价格干预向应急性和临时性价格干预转变;从补贴市场建设向激活市场机制转变。

The price of agricultural products is closely related to people＇s life, and the price regulation policy of agricultural products in large cities is closely related to people＇s life, especially the life of the people with low income. The necessary price regu]ation policy can avoid market failure, make full use of the financial fund, and ensure the stability of the market and re- duce the risk of price fluctuation. This article analyzes the price regulation policy of the large cities from the main factors affecting the price of the a- gricultural products, and put forward the following three adjustments： change the whole chain participation to the retail price control intervention; change from the daily price intervention to emergent and temporary price intervention; change from subsidizing the market to activate the market.
