城市再生水定价理论与实践探索的述评

A review of urban recycled water pricing theories and practices

在我国城市再生水定价实践中,由于缺乏科学的、兼顾各方利益的理论与方法,在由政府部门定价的过程中具有相当程度的随意性和盲目性。本文对现有关于再生水定价的理论研究进行了述评,包括关于再生水价格影响因素的研究、关于再生水规制定价的研究、关于再生水自主定价方法的研究等。从理论体系的完整性以及指导定价实践的可操作性来看,现有再生水定价理论亟待完善,尤其在市场化定价领域需要开展更为深入系统的研究。本文认为,自主定价机制辅以相应的财政和政策支持,是适合我国城市再生水定价的有效机制。

In the urban recycled water pricing in China, there are blindness and arbitrariness in the process of government pricing due to lack of scientific and balanced theories and methods. This paper reviews the existent theoretical studies of recycled water pricing, including the studies on influencing factors of recy- cled water prices, the studies on regulation pricing theories of recycled water and the studies on independent pricing methods. Considered the integrity of the theoretical system and the applying operability of pricing practice, the existent theoretical studies need to be improved especially the deep and systematic studies on market-oriented pricing. This article argues that the independent pricing mech- anism with financial and policy support is a suitable and effective mechanism for urban recycled water pricing in the Chinese cities.
