摘要
工业废水增加严重影响水资源环境,阻碍工业绿色可持续发展。本文选取陕西省工业2001-2015年面板数据为样本,利用MAXdea软件对陕西省工业用水的经济效率与经济-环境效率进行测算与分析,并利用Tobit模型对其影响因素进行分析。结果表明:陕西省工业用水效率较低,政府环境规制对工业用水效率有促进作用;现阶段改善陕西工业用水效率,不能单纯依靠环境规制物力与资金的投入,提高环保资金和设施的利用率才是关键,同时产业结构的调整也有利于用水效率的提升。
The increase of industrial wastewater seriously affects the water resources and environment, and hinders industrial green sustainable development. This paper selects the panel data of industries in Shaanxi Province from 2001 to 2015, then uses MAXdea soft- ware to measure the economic efficiency and economic-environmental efficiency of industri- al water in Shaanxi Province. And then it analyzes the economic-environmental impact fac- tors by Tobit model. The results show that the efficiency of industrial water in Shaanxi Province is low, and the government's environmental regulation has a positive effect on in- dustrial efficiency. And at present, to improve the industrial water use efficiency in Shaanxi, we can not rely solely on environmental regulation of material resources and capi- tal investment. Improving environmental protection funds and facilities utilization is the key, while the adjustment of industrial structure is also conducive to water efficiency.
