推动信访举报向问题线索转化的困境与出路——基于高校纪检监察机关“三转”视角

The Predicament and Outlet for the Conversion from Complaint Reporting to Problem Clues——Based on the Perspective of the“Three Conversions”of Discipline Inspection Office of Universities

信访举报是纪检监察机关发现腐败问题线索的主要来源。党的十八届三中全会提出了纪检监察工作要"转职能、转方式、转作风"(简称"三转")的新要求,强调"加强反腐败体制创新和制度保障"。因此分析高校纪检监察机关信访举报工作所面临的困境,深刻领会"三转"实质,以寻求推动信访举报有效转化为问题线索的出路。

Complaint reporting is the chief resource for the discipline inspection offices to inspect the problem clues of corruption. In the 3 rd Plenary Session of 18 th CPC Central Committee,the new requirement that discipline inspection work should "convert the function,convert the method,and convert the work-style"( referred to as "three conversions")has been pointed out. As a result,facing with a predicament that complaint reporting number stays in a high position without going down,complaint reporting problems are numerous and complicated,the reporters are various,the reporting works are limited,etc,discipline inspection office of universities should make profound comprehension to the essence of "three conversions",make a profound adjustment to function orientation and work focus,converse the thinking and working mode,firmly establish a good style of work,focus on screening,excavating and reveling the valuable information from the complaint reports,and to find out the outlet of conversion from promoting complaint reporting to problem clues.
