摘要
采用访谈和个案研究,分析政府嵌入自发性健身团队的运作机制、存在问题并提出发展路径。研究结果显示,各级政府采用制度嵌入、组织嵌入和利益嵌入等方式,有利于解决团队发展中的合法性不足、资源约束等难题,并使团队具备自治的一些基本要素;但团队在发展中还存在制度、组织和利益等嵌入不足的问题,政府还需要进行制度嵌入的调试、组织嵌入的优化、利益嵌入的完善,以促使团队得到可持续发展。
By using interview method and case research method, the authors analyzed government embedded fitness team operating mechanism and existing problems, put forward development ways, and revealed the following find-ings: the governments at all levels using such ways of embedment as system embedment, organization embedment and interest embedment, is conducive to solving such problems in team development as legitimacy insufficiency and resource restriction etc, and enables the teams to have some basic elements for autonomy; the teams had problems during development, such as system, organization and interest embedment insufficiency, the governments still need to carry out system embedment test, organization embedment optimization and interest embedment perfection, so as to boost team sustainable development.
