宁波市激活医保个人账户实现家庭共济的实践探索

为提高基本医疗保险基金使用绩效,激活医保个人账户结余资金,减轻参保人员医疗费用个人负担。宁波市于2017年1月起,实施职工医保个人历年账户资金家庭成员共享政策,通过建立家庭共济网,盘活医保个人账户资金,实现家庭共济。在确保医保基金安全的前提下,政策的实施得到了广大参保人的充分认可,成效初步显现。不仅提高了个账结余资金的使用绩效,也更大范围地惠及了参保人员家庭,尤其是医保待遇相对偏低、年老体弱群众;通过促使参保人主动扭转乱用个账资金的现象,疏堵结合,遏制了医保违规,一定程度上保障了医保基金安全。
