摘要
近年来,中国铝业公司工程建设项目、生产现场承包商数量扩增,用传统的承包商管控方式已经无法进行控制。公司今年在逐渐探索新的管控模式,通过分析传统承包商管控的现状和存在的问题,推出了"七步法"、"五必须"的科学安全管控模式,从源头上对承包商进行管控,制定安全底线标准,在招投标过程中按照底线标准要求进行评标打分,对承包商各类人员进行严格的安全环保监控,通过培训、体验等手段不断提升承包商的安全素质。在科学的承包商管控模式推行下,公司所管辖的承包商的安全环保整体水平和意识得到了稳步提升。
In recent years,with the numbers, increasing of Construction projects and contractors in pro-duction sites of Aluminum Corporation of China,and the traditional methods of management and control of contractors are no longer valid. New model of management is gradually explored by the corporation this year,by analying the status quo and existing problems of traditional mode of management and control of contractors,the scientific model of “seven steps冶 and “ five must冶 of safety management and control is put forward. And the control of the contractor is executed from the source,the safety baseline is devel-oped ,the bid evaluation under the baseline standard is required in the bidding process,and the strict su-pervision of safety,environmental protection and energy saving for all types of personnel of contractors is carried out,and the quality of contractor has been improved through training,experience and other meth-ods. Under the implementation of the scientific model of management and control, the overall level of safety and environmental protection and the awareness of the contractors within the jurisdiction of the cor-poration have been steadily improved.
